What is an Airport Master Plan?

An Airport Master Plan is a series of reports and plans developed to support the modernization or expansion of an existing airport such as the Waukegan National Airport. These Master Plans are composed of several planning elements, and they are prepared using the Federal Aviation Administration (FAA) Advisory Circular 150/5070‐6B titled “Airport Master Plans.”

An Airport Master Plan may include the following elements:

  • inventory/existing conditions
  • forecasts
  • demand/capacity analysis
  • facility requirements
  • alternatives analysis
  • airport layout plans
  • financial analysis and
  • environmental review

Current Status

Keeping you current with news and information about the Waukegan National Airport is an important component of this project, specifically the master plan process. In this section of the website, you can access study reports and exhibits or contact project personnel. Available sections include Existing Conditions, Aviation Forecasts, and Facility Requirements.

Reports are not yet available for certain portions of the study. Currently, the United States Department of Agriculture – Wildlife Services is finishing up a Wildlife Hazard Assessment at the Airport.The revised alternatives chapter will be submitted to the FAA for review in the near future. Work will be beginning on the draft environmental assessment for review in Spring 2012.

Project Description

Planning for the future of Waukegan National Airport will consist of 3 phases.

Phase I Airport Master Plan

The Master Plan will evaluate the existing airport facilities, forecast future aeronautical demand, evaluate the two primary alternatives that resulted from the Description of Proposed Action Alternatives, and identify future facility requirements.

Phase II Environmental Assessment

The Environmental Assessment will identify the purpose and need of the Airport Improvements, compares and evaluates the proposed alternatives, and discusses the affected environment and environmental consequences of airfield improvements.

Phase III Airport Layout Plan

The Airport Layout Plan is a graphical representation of the existing and proposed future airport facilities, their location on the airport, runway approach surfaces, and the applicable safety areas.

Description of Proposed Action and Alternatives

This document serves as the starting point of a phased environmental analysis looking at a range of alternatives that could potentially provide aeronautical facility requirements to safely and efficiently serve existing and future demand at the Waukegan National Airport. This analysis will be conducted in accordance with Federal Aviation Administration (FAA) Orders 1050. 1E, Policies and Procedures for Considering Environmental Impacts, 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions, and Illinois Department of Transportation (IDOT), Division of Aeronautics (IDOT-DOA) guidelines.

Most data gathering for a master plan study takes place when planners evaluate existing conditions. Typical broad categories of information to be collected include: the history of the airport; physical facilities on the airport; the regional setting of the airport and surrounding land uses; the environmental setting of the airport; socioeconomic and demographic data for the airport service area; and historical aviation activity.

This report was submitted to the Federal Aviation Administration on Dec. 6, 2010.

Aviation Forecasts

Forecasts of future levels of aviation activity are the basis for effective decisions in airport planning. These projections are used to determine the need for new or expanded facilities.  Forecasts are based upon the latest available data from the Airport and the FAA.

These forecasts have been approved by the FAA on February 10, 2011.

Facility Requirements

Facility Requirements should determine what, if any, additional facilities will be required to accommodate forecast activity. This task begins with an assessment of the ability of existing facilities to meet current and future demand. If they cannot, planners must determine what additional facilities will be needed to accommodate the unmet demand.

This chapter was submitted to the FAA addressing their review comments on October 26, 2011.

The Waukegan National Airport, owned and operated by the Waukegan Port District, will be seeking the assistance of the FAA and the Illinois Department of Transportation, Division of Aeronautics for the improvement of the Airport, in particular Runway 5-23. In addition to providing important runway safety areas at each end, it is intended that the runway be lengthened to 7,000 feet to more efficiently accommodate larger corporate aircraft. So that we may assess the needs of our users, we request that you, or a qualified representative, please complete the following questionnaire. Information from the completed surveys will be compiled in a summary and individual responses will not be reported in any manner.
